Julian Chang graduated from the University of London in 1983 with a Bachelor-of-Laws degree with Honours. He obtained his Master-of-Laws degree from the London School of Economics in 1985. He is a Barrister-at-Law of the United Kingdom and was admitted to the English Bar in 1984 at the Middle Temple. He was admitted as an Advocate and Solicitor of the Supreme Court of Singapore in 1986 and has been in private practice since.
Julian Chang is also appointed a Notary Public and a Commissioner-for-Oaths by the Singapore Academy of Law.
He is a certified Associate Mediator accredited and appointed by the Singapore Mediation Centre.
Julian Chang has a broad and varied general practice in both the contentious and non-contentious areas of law. To complement his general legal practice, Julian Chang is also actively involved in many activities outside the ambit of legal practice.
He is a qualified Associate Financial Planner (AFP) and was a member of the Financial Planning Association of Singapore.
Julian Chang is also active in lecturing and training. He has lectured at the Singapore Polytechnic where he taught various law subjects including Company & Partnership Law, Law of Real Property, Law of Property Rights, Law of Landlord & Tenant and Law of Agency. He was instrumental in assisting the Singapore Polytechnic to launch the inaugural Certificate of Employment Agency (CEA) Course and Real Estate Agency (REA) Course [which leads to the Common Examination for House Agents (CEHA)] conducted there.
Julian Chang is also involved in the Mortgage and Finance Industry in Singapore. He is legal advisor to Global Creatif Financial Pte Ltd (GCF), a leading mortgage consultancy and Education Provider in Singapore and the Mortgage and Finance Association of Singapore (MFAS). Julian Chang assisted and was involved in the preparation and setting up of the AMC (Accredited Mortgage Consultant) Accreditation Course under the auspices of the MFAS. He is a Principal Lecturer in the AMC Accreditation Course.
Julian Chang had also volunteered his time and services to the Singapore Police Force as a Volunteer Special Constable (VSC). Holding the rank of Inspector of Police, he was involved in the training of police officers at the Police Academy (now known as Training Command). He was also involved in planning and operations at the Police Divisional Headquarter level.
Julian Chang completed his national service with the Singapore Armed Forces having attained the rank of Captain. He performed his military service as a Military Intelligence Officer. He was also involved in the selection of promising servicemen for Officer Cadet Training after having been selected as a Situational Test Assessor with the Applied Behavioural Sciences Department of the Ministry of Defence.
Julian Chang is married with 3 daughters and a Jack Russell named Max.
