Julian Chang graduated from the University of London in 1983 with a Bachelor-of-Laws degree with Honours. He obtained his Master-of-Laws degree from the London School of Economics in 1985.
He is a Barrister-at-Law of the United Kingdom and was admitted to the English Bar in 1984 at the Middle Temple. He was admitted as an Advocate and Solicitor of the Supreme Court of Singapore in 1986 and has been in private practice since.
